Governor Josh Shapiro asks to join consumer advocate's PPL data center case at Pennsylvania PUC
Governor Josh Shapiro asked on October 15, 2026, to join a Pennsylvania Public Utility Commission case against PPL Electric Utilities, Docket C-2026-3065756. The Pennsylvania Office of Consumer Advocate complaint, filed October 2, asks for a separate rate and service class for large data centers.
Why it matters. The complaint says supply shortfalls and transmission limits could compromise PPL service as early as July 1, 2027. PPL Electric Utilities said it welcomes the governor's recognition of these customer protections.

Kentucky Power tells Kentucky Public Service Commission it intends to seek approval for 760 MW gas plant for TeraWulf data center
Kentucky Power told the Kentucky Public Service Commission in a memo on October 12, 2026 that it is preparing a filing for a 760 MW combined-cycle plant in Lawrence County. WEKU reports TeraWulf, developer of the Muskie Data Campus near Grayson, would pay the plant's financing costs and offset $100 million in residential winter heating bills over the first 10 years.
Why it matters. The Kentucky Public Service Commission will decide whether Kentucky Power builds gas generation tied to the TeraWulf data center campus. The source names no other side.

Virginia senators file data center moratorium bills including Senate Bill 843 ahead of 2027 session
Senator Russett Perry has filed Senate Bill 843 with Senator Danica Roem, which would bar data center building permit approvals statewide from July 2027 until July 2030. Delegate Irene Shin has a House bill continued from the 2026 session, and Senator Glen Sturtevant plans to file his own version.
Why it matters. Dominion has about 25,000 MW assigned to projects with an energized date and an additional 75,000 MW for projects without power-up dates.
