Ferguson residents turned in more than 1,400 signatures to the city clerk on October 22, 2026, seeking repeal of a Chapter 100 tax abatement or a public vote on it. The bill allows developers to redevelop the former 217-acre Emerson campus and give $1.5 billion in tax incentives.
Why it matters. Councilman Nick Kasoff said the Ferguson city charter does not permit a referendum on that bill. Organizers needed 1,055 signatures, and the Ferguson council voted 4-3 to approve the tax abatements.
