1Deals, Capital & Energy Agreements
AEP plans a $4 billion, 702 MW Bloom fuel cell project near Cheyenne under a 20-year Google power deal
American Electric Power plans to invest approximately $4 billion in a 702-megawatt fuel cell generation project near Cheyenne, Wyoming, backed by a long-term 20-year power purchase agreement with Google. The project uses fuel cell technology developed by Bloom Energy and is expected to be fully operational by the end of 2028.
Why it matters. AEP says the project will provide reliable, on-demand power to meet the needs of large-load customers. It supports Google's growing energy needs in the greater Cheyenne area.

North Carolina Attorney General Jeff Jackson calls Duke Energy data center rate agreement a step forward but says it needs more work
North Carolina Attorney General Jeff Jackson said on October 14 that the Duke Energy agreement with data center developers is a "massive step forward in making sure data centers pay their fair share." Jackson and Governor Josh Stein said the agreement needs more work.
Why it matters. The agreement is a special rate meant to have large energy users pay for many of the costs of serving them, and it is part of Duke Energy rate cases before state regulators. The source names no other side.

Arizona Corporation Commission says residential customers will not subsidize data centers
The Arizona Corporation Commission said residential and small business customers are not and will not subsidize current and future data centers. It answered a report that APS filings indicate customers are on the hook for $587M through a power surcharge.
Why it matters. The Commission pointed to new or revised extra large-load tariffs. It said APS files an annual PSA proposal in the docket by November 30 every year.
